R-410A, R-454B and what the change means in Texas

Refrigerant has become the favorite lever in a hard replacement pitch. Here is exactly what the rule requires, what it has never required, and how it should affect your decision.

The rule

EPA's Technology Transitions program under the American Innovation and Manufacturing Act sets a 700 GWP limit on refrigerant in new residential and light commercial air conditioning and heat pump systems, with a compliance date of January 1, 2025 for manufacture and import (EPA, HFC restrictions by sector). R-410A is above the limit; R-454B and R-32 are below it.

What it does not do

It does not ban your existing system, and it does not set a date by which you must replace it. EPA's own sector table notes that "components used to repair existing systems are not subject to these restrictions". If someone tells you your R-410A system is about to become illegal or unserviceable, they are selling, not informing.

The installation date has changed twice

  1. The original rule set a January 1, 2025 installation compliance date, with an exception where all specified components were manufactured or imported before that date.
  2. A December 2023 interim final rule let higher-GWP inventory manufactured or imported before January 1, 2025 be installed until January 1, 2026 (EPA regulatory actions).
  3. In May 2026 EPA finalized a reconsideration rule which, in EPA's words, "allows for the tens, if not hundreds, of thousands of residential or light commercial AC systems, that were domestically manufactured or imported into the U.S. before January 1, 2025, to continue to be installed" (EPA fact sheet, May 2026).

Because this has moved three times in three years, treat any date you read on any website, this one included, as something to re-check at epa.gov before you sign. It also means an R-410A system offered to you in Texas in 2026 may be perfectly legitimate pre-2025 stock. Ask which, in writing.

How it should change your decision

  • Do not replace early out of fear. Replace because the equipment is failing, inefficient or undersized for the load, and price the repair alongside it.
  • Condenser-only swaps deserve scrutiny. A new lower-GWP outdoor unit is not designed to run against an old R-410A indoor coil. If a quote does this, ask for the technical justification.
  • A2L is a design and handling matter. R-454B and R-32 are classified mildly flammable, which affects equipment design, leak detection and installer practice. Use a properly licensed and certified contractor.
  • Certification is required. Technicians working on refrigerant circuits need EPA Section 608 certification (epa.gov), and venting refrigerant during servicing, repair or disposal is prohibited.
  • Texas run hours matter more than the refrigerant. A tired 15 year old system in a Texas summer is a replacement candidate on its own merits.

Is R-410A banned in Texas in 2026?

No. The 700 GWP limit applies to new residential and light commercial systems, with a January 1, 2025 compliance date for manufacture and import, and EPA states that components used to repair existing systems are not subject to the restrictions. A May 2026 EPA final rule additionally allows systems whose components were manufactured or imported before January 1, 2025 to continue being installed.

Should I rush to replace before refrigerant rules change again?

No. There is no homeowner deadline. The rules restrict what manufacturers and installers may put into new systems, not what you may keep running. Replace when the arithmetic of repair versus replacement says so, with both numbers on the table.

Can a contractor put a new outdoor unit on my old indoor coil?

Not across refrigerant generations. An R-454B outdoor unit is not designed to work against an R-410A indoor coil, and a mismatched pair costs efficiency and can affect warranty cover. If a quote proposes a condenser-only replacement, ask for the model numbers and a written explanation of the match.
