Texas HVAC replacement cost: what sets your number

Texas is big enough that a state average is meaningless. Here are the nine things that actually decide your quote, and how to make three contractors bid the same job.

One state, several HVAC markets

The Panhandle has real winters. The Gulf coast has punishing humidity and barely any heating season. El Paso is hot and dry. Central Texas is somewhere in between and increasingly both. A number that averages Amarillo and Brownsville tells you nothing about either, which is why this site publishes drivers and gets you real quotes instead of printing a fake figure.

The Southeast efficiency floor, which surprises West Texans

Federal minimum efficiency standards work in two layers. Nationally, split-system air conditioners manufactured on or after January 1, 2023 must meet 13.4 SEER2, and split-system heat pumps 14.3 SEER2 with 7.5 HSPF2. Regionally, DOE puts the whole of Texas in the Southeast group, so a split-system air conditioner installed here on or after January 1, 2023 must meet 14.3 SEER2 under 45,000 Btu/h or 13.8 SEER2 at 45,000 Btu/h and above (10 CFR 430.32; region definitions at energy.gov).

West Texas is hot and dry and behaves much more like Arizona than like Houston, but DOE's regional map puts the entire state in the hot-humid Southeast group, not the hot-dry Southwest. That means Texas has no separate EER2 requirement the way California and Arizona do, so nobody is checking the hot-afternoon rating for you. In El Paso or Midland, ask about performance at design conditions rather than relying on the seasonal number.

The rule binds the installer, not just the manufacturer

The regulation says an outdoor unit whose certified combination is rated below the applicable regional level "cannot be installed in that region". DOE's enforcement page describes requesting installer records, issuing Notices of Violation, and giving installers an incentive to remediate by replacing the noncompliant unit "at no cost to the consumer", with routine violators cut off by distributors and manufacturers (energy.gov). Treat an offer of a cheaper out-of-region unit as a reason to walk.

Making three quotes comparable

  1. Fix one scope. Equipment type, duct work in or out, thermostat, electrical, disposal. Every bid answers the same question or the comparison is theater.
  2. Ask for the Manual J. Written, with your design conditions. Sizing from square footage or from the outgoing unit repeats somebody else's mistake.
  3. Insist on three lines. Equipment, labor, permit and inspection. One lump sum hides everything.
  4. Check the TDLR license number on the proposal and confirm what the contractor is licensed and endorsed to do. See licensing and permits in Texas.
  5. Take the paperwork away. When the sale is made at your home, the FTC Cooling-Off Rule generally gives you until midnight of the third business day to cancel for a full refund on sales of $25 or more (consumer.ftc.gov).

Repair or replace

Texas systems accumulate run hours fast, so equipment ages in service faster than the calendar implies and the replace decision tends to arrive earlier than in cooler states. That is an argument about arithmetic, not urgency: existing R-410A systems remain serviceable, because EPA's restrictions apply to new equipment and components used to repair existing systems are not subject to them.
