Should I get a heat pump in Texas after the 2021 freeze?

It is worth pricing, and so is dual fuel. The useful questions are the heating capacity at your design low temperature, what the backup heat is and what it costs to run, and the changeover temperature on a dual fuel proposal. In south Texas a straight heat pump usually wins; in north Texas and the Panhandle dual fuel earns its extra cost.

Is R-410A still allowed in Texas?

Existing R-410A systems remain serviceable: EPA states components used to repair existing systems are not subject to the Technology Transitions restrictions. New residential systems must use refrigerant under 700 GWP, and a May 2026 EPA final rule allows equipment manufactured or imported before January 1, 2025 to continue being installed.
